How to say in Russian that someone DOESN'T CARE or something DOESN'T MATTER? 

What options do we have in different styles? Let's take a look. We use Dative for a subject in all styles. 

☘️ NEUTRAL style:  ВСЁ РАВНО + КОМУ

а) - Вам чаю или кофе? Would you like tea or coffee?

- (МНЕ) всё равно. (I) don't care. 

б) - Поедем на метро или возьмём Убера? Shall we  
go by metro or take Uber? 

- Да всё равно. It doesn't matter.

☘️ FORMAL style: НЕВАЖНО + КОМУ, БЕЗРАЗЛИЧНО + КОМУ  

а) ИМ неважно, что происходит в стране. They

don't care what's going on in the country.

б) ЕЙ безразлично, что я об этом думаю. She 

doesn't care what I think about it. 

☘️ INFORMAL style: БЕЗ РАЗНИЦЫ + КОМУ, ПЛЕВАТЬ + КОМУ

а) - Тебе чаю или кофе? Would you like tea or coffee?

- Без разницы. I don't care.

б) Им без разницы, где жить. They don't care where to live.

в) Ему плевать, что мне больно. He doesn't care that I'm hurt.
